Can I paint the Peplink Mobility or Maritime antennas?

Yes you can paint the Peplink antennas and it will not void your warranty. Just be sure to NOT use any paints with metallic flake in it. This can interfere with the signal gain.

I understand all four cable should be connected, but Max BR1 Min doesn't have four cell inputs also the reason asking this question is, I want to use that same antenna for WiFi as well. Product doc states you can. Thanks, Orlando Davis

You can use 2 of the 4 connectors for cellular, but the Mobility 22G would be a better option for use with the BR1 Mini. The Mobility 40G does not have Wi-Fi connectivity, but the 22G and 42G do support Wi-Fi.

Are the same frequencies output on all 4 cables or are the cable(s) different frequencies?

All four cellular cables must be connected to allow for full performance using band aggregation. Each port is capable of connecting to all frequencies, but all of them must be used simultaneously for optimal performance. The modem determines which port is being used for each particular band.
