Outbound firewall rules are for traffic on your Surf SOHO LAN (local connections) to the Internet. If you want to block incoming connections, this would be the Inbound Firewall rules. If you can confirm all the Internet traffic you need to be 'Allowed' then you could set the Default Inbound rule to 'Deny All' and then follow up by creating 'Allow' rules for everything you might need access for. We recommend consulting with our support team for further assistance.
Peplink does NOT list this hotspot on their USB compatibility so neither they or 5Gstore can confirm it would work. We have seen some unlisted devices work, but if you try it and it doesn't work, you could connect it wirelessly using the WiFi WAN feature. This allows the SOHO router to connect to the hotspot's WiFi signal and then repeat it using its own network.

The Pepwave will work with the Verizon Mifi 8800L Hotspot with USB tethering and Wifi WAN.
